Every beginning is in His hand.

Al-Mubdi'
The Originator
The root. Al-Mubdi' comes from b-d-ʾ, the root behind ibtidāʾ (beginning) and badīʿ (something brought into being with no precedent to copy). The root names a start that owes nothing to what came before it — not the next step in a sequence, but the sequence's first step, made from nothing already there to work from.
What it means here. Al-Mubdi' is read as the one who originates creation without model, material, or precedent, bringing it into being from nothing rather than shaping something that already existed. It is paired constantly with Al-Mu'eed, "the Restorer" — the two together stating that the same power that started creation once, with nothing to start from, is more than sufficient to bring it back a second time, when something did exist before.
Where it is met. The active-participle Al-Mubdi' does not appear as such in the Quran's wording, but the verb it comes from is central to several verses arguing for the resurrection: Surah Al-Ankabut asks, "have they not considered how Allah begins creation and then repeats it?" and adds that repeating it is easier for Him than the first, unprecedented beginning. Surah Saba and Surah Al-Buruj use the same verb pair, yubdiʾu wa yuʿīd, "He originates and repeats," as a settled description of how Allah's power over creation runs in both directions.
