Root: ش-ه-ر (sh-h-r), "to make visible, to make widely known". Shahīr is an adjective on the faʿīl pattern: well-known, renowned — one whose name has been brought out into public view. The root's older sense is display: to unsheathe a sword is shahara it, because drawing it makes it seen.
From the same root: shahr (month — so called because it begins with the sighting of the crescent, the moon made visible), shuhra (fame), ishhār (publication, making public; the modern word for advertising in the Maghreb), mashhūr (famous), tashhīr. The Qur'an's shahr Ramaḍān in al-Baqara 2:185 uses the same root as this name.
A distinction: this is not ش-ه-د, shahida, "to witness", from which shahīd and shahāda come. The two roots are neighbours in sound and separate in meaning, and English transcriptions often blur them; Shaheer and Shaheed are different names.
Spellings: Shaheer, Shahir, Shaher, Şehir is unrelated; Şahir (Turkish, uncommon), Syahir (Indonesian), Shaheer (Urdu, where it is well established), Chahir (French/Maghrebi), شهير.
Pronunciation: sha-HEER — stress on the second syllable, which carries a long ī. The h is hāʾ, breathed clearly from the throat and fully sounded between the vowels.
Feminine counterpart: Shahira, in common use.
