The eagle is read by whether it is above you, with you, or against you. An eagle seen high and circling is read as a power at a distance — someone whose decisions reach you before he does. Catching one, or having it settle on the hand, is the strong good reading: authority obtained, or a powerful person brought onto your side. An eagle that carries the dreamer up was read as being raised by someone else's strength rather than one's own, which the older interpreters treated as a benefit with a condition on it. An eagle striking or seizing turns the reading over into force applied against the dreamer, and what the dream should be read by is the outcome, not the fright. A wounded or grounded eagle is a power fallen from its position. Eating its flesh was read as taking wealth from an authority. An eagle that nests near the house was read as protection while it stays and exposure when it goes.
There is no idiom underneath this and it is better not to invent one. The interpreters connected the eagle to rulers for the reasons the bird itself supplies: it flies higher than what it hunts, sees from a distance no one else sees from, and takes what it takes without negotiation. Every empire that has used it on a standard reached for it for the same reasons. Where the tradition reads a symbol from the plain nature of the thing, that is the honest account of it.
An eagle dream identifies no person and predicts no promotion. It is not a ruling, and no decision about work, a rival, or a person in authority should be taken from it. Ambition and pressure at work produce this dream on their own. If it alarmed you, seek refuge in Allah, turn onto your other side, and do not relate it to anyone.

Dream interpretations are drawn from classical Islamic sources where one exists, and otherwise from general symbolism. They are guidance, never a ruling. Allah knows best.
