The sea is read by its surface, by where the dreamer stands, and by what the water does. A calm sea crossed safely is read as passage through a large matter without harm — a long undertaking that holds. A storm at sea, or waves rising over the boat, is read as being inside something bigger than one's own strength, which the older interpretations read as a call to seek help, not a forecast. Standing on the shore looking out is read as being near a great matter without having entered it: intention without commitment. Swimming and reaching land is read as effort that arrives. Drinking sea water, or finding it salt and undrinkable, is read as pursuing a thing that does not satisfy no matter how much of it is taken. Diving and bringing something up is read as benefit taken from a difficult place. A sea that has dried up is read as a source of livelihood or power gone.
Two Qur'anic uses hold this together. The sea is repeatedly named as subjected for people's use and travel, so it stands for the world's scale and its provision; and in al-Nur 24:40 the state of one without light is likened to darkness in a deep sea, wave upon wave. Vastness, usefulness and the ease of being lost in it all sit in the same image, which is why the interpreters read the sea as the dunya and sometimes as a ruler or a great authority.
No dream of the sea warns of a journey, a drowning, or a danger to anyone. It is not a ruling. Travel plans, a documentary, real fear of water, or being deep in some large affair will each produce it. If the dream frightened you, seek Allah's protection from its harm, turn onto your other side, and do not tell it to anyone.

Dream interpretations are drawn from classical Islamic sources where one exists, and otherwise from general symbolism. They are guidance, never a ruling. Allah knows best.
