Drowning is read by whether the water took you and by what happened next. Going under and being pulled out is the reading the tradition dwells on: rescue, repentance, a matter that nearly closed over someone and did not. Struggling in deep water without sinking is read as being pressed by an affair that is larger than the strength you have brought to it, not as failure. Drowning in murky or dark water carries the reading further toward something the dreamer entered knowing it was doubtful. Watching someone else drown shifts the dream onto your concern for that person, or onto a matter you can see going wrong and cannot reach. Drowning in shallow water was read oddly and usefully: overwhelmed by something that ought to have been manageable, which is the state of a person carrying a small trouble badly. Reaching the surface or the shore ends the reading in relief.
Water in this field is life and provision, and drowning is the same water in excess: the thing that sustains, taken past the amount a person can hold. That is why the older readings turn it toward being submerged in worldly business rather than toward death. The Qur'an's accounts of drowning belong to those who were given every warning and pressed on regardless, which is the sense the interpreters carried over — being taken under by what one refused to step back from.
This is one of the dreams people wake from with their heart going, so let it be said flatly: it is not a warning of an accident, not a sign about water or travel, and not a statement about anyone's end. It is not a ruling. Sleep produces breathlessness, pressure on the chest and a night's accumulated dread all by itself. If the dream frightened you, the guidance is to seek refuge in Allah, turn onto your other side, and not to relate it to anyone — an unspoken dream loses its grip by morning.
Going under and then being pulled out is the reading the tradition dwells on longest: rescue, repentance, a matter that nearly closed over the dreamer and did not. Reaching the surface or the shore ends the dream in relief rather than warning. This is one of the dreams people wake from with their heart racing, so it should be said plainly: it is not a sign about anyone's fate, and sleep itself produces the breathlessness and pressure on the chest without any cause.

Dream interpretations are drawn from classical Islamic sources where one exists, and otherwise from general symbolism. They are guidance, never a ruling. Allah knows best.
